Biodiversity offsets at EcoSummit 2016 in Montpellier

IMG_7534Today the 5th Inter­na­tional Eco­Sum­mit was opened in Corum Con­gress Cen­ter in Mont­pel­lier (France). There will be a few pre­sen­ta­tions on impact assessment/mitigation and bio­di­ver­sity off­sets — most notably a ses­sion on “Euro­pean per­spec­tives and global chal­lenges on achiev­ing no net loss of bio­di­ver­sity in the con­text of devel­op­ment” that I am orga­niz­ing together with Wolf­gang Wende (IOER) and Fabien Quétier (Biotope) — look­ing very much for­ward and hope­fully share the pre­sen­ta­tions with you afterwards.

BBOP webinar on Wednesday, August 3, 2016: Avoidance in the implementation of wetland law and policy

Avoid­ance is meant to be the first and most impor­tant step in the mit­i­ga­tion hier­ar­chy. In prac­tice how­ever, some decision-makers often fail to pri­or­i­tize avoid­ance and min­i­miza­tion efforts prior to off­set­ting, or sim­ply skip this crit­i­cal step. Shari Clare (PhD, PBiol, Sr. Biol­o­gist and Owner of Fiera Bio­log­i­cal Con­sult­ing Ltd., Adjunct Pro­fes­sor in the Fac­ulty of Agri­cul­ture, Life and Envi­ron­men­tal Sci­ence at the Uni­ver­sity of Alberta, Edmon­ton, Alberta, Canada), has stud­ied this issue in the con­text of wet­lands in Alberta. In this webi­nar she’ll present the find­ings from the paper “Where is the avoid­ance in the imple­men­ta­tion of wet­land law and pol­icy?and share thoughts on recent developments.

The French national Assem­bly has adopted the new bio­di­ver­sity law, which now also includes the appli­ca­tion of the mit­i­ga­tion hier­ar­chy in order to reach the goal of NO NET LOSS (or prefer­ably NET GAIN) of bio­di­ver­sity: « Ce principe implique d’éviter les atteintes à la bio­di­ver­sité et aux ser­vices qu’elle four­nit ; à défaut, d’en réduire la portée ; enfin, en dernier lieu, de com­penser les atteintes qui n’ont pu être évitées ni réduites, en ten­ant compte des espèces, des habi­tats naturels et des fonc­tions écologiques affectées. »

SHORT INFO: Sequence ERC dans “Examens environnementaux de l’OCDE : France 2016″

What’s it about in short: 

Le 11 juil­let, l’OCDE a présenté à la France ses con­clu­sions et recom­man­da­tions quant à la per­for­mance de notre pays en matière d’environnement. Tous les dix ans, l’OCDE réalise en effet un « exa­men » de la per­for­mance envi­ron­nemen­tale de ses mem­bres, ce qui per­met de val­oriser les expéri­ences pos­i­tives (et néga­tives) de nom­breux pays et d’appuyer les gou­verne­ments dans l’élaboration de leurs politiques.

En 2016, Biotope a été très impliqué dans la rédac­tion du chapitre sur la bio­di­ver­sité de l’Examen (chapitre 5). Fabien Quétier a ainsi pu présen­ter les con­clu­sions et recom­man­da­tions con­cer­nant la prise en compte de la bio­di­ver­sité dans l’aménagement du ter­ri­toire, via la séquence « éviter – réduire – com­penser » (sequence ERC), lors de la réu­nion du Groupe de Tra­vail sur l’Environnement de l’OCDE (mars 2016) et lors de la pub­li­ca­tion défini­tive de l’examen (juil­let 2016).
