Thanks for sharing the release of this report across this blog. In addition to the Technical Report, two additional input papers were released:

https://portals.iucn.org/library/node/44776 — Biodiversity offsets : policy options for governments

The technical study report is a consensus document of areas in which IUCN ought to focus on an offsets policy, and the other two are up-to-date input papers. While there is some background on this process in the technical study paper, where we are currently is in the middle of drafting the policy, and we will have several moments of consultation in 2015. Ultimately, our hope is to have an IUCN biodiversity offsets policy submitted to a vote by all IUCN members in the 2016 Honolulu World Conservation Congress.
